Wouldn't really need RAW or even the lower Samckdown ratings but DA probably thought they could pull in more ad money by having wrestling than what they currently had. Problem was the opposite happened and TNA agreeing to a clause in the contract that demanded a certain level of ratings which didn't happen either.
ROH might have always been in the plan since DA teased a few times about bringing more wrestling for the channel. Just the timing of it happening ended up being bad since the TNA cancellation rumors happened at the same time. ROH is also leaving is due to ad rates being horrible for the spot even though DA barely spent anything to get the show.
PWI had an article teasing TNA basically believes they are the victim of some sort of giant conspiracy to get them off the network.

Then ROH was signed and some people in TNA believe ROH was brought on to detract from TNA and to dilute the viewers, essentially preventing TNA from hitting that viewership mark and getting renewed.
